On Friday, August 5, Executive Director Angela Gustus and the leadership team of Human Services Programs of Carroll County, Inc. announced the new mission statement for the agency. The new mission was developed by the leadership team and approved by the Board of Directors over the last month.
“A mission statement serves as an important guide for making decisions in any organization. We believe that we have managed to capture the spirit and purpose of HSP in this short, powerful statement, and it will serve as a guide for each of our four program areas to develop their own missions as we move forward as an agency,” said Gustus.
New Mission Statement:
HSP gives HOPE, inspires CHANGE, and provides OPPORTUNITY by mobilizing our community in the fight against poverty.
According to Matt Peregoy, HSP’s Director of Marketing & Outreach, “Many of our clients arrive at our door feeling hopeless. When we face a crisis, we can easily lose hope. But once our hope is renewed, we begin to believe our situation can change. Once we believe we can change, HSP provides many opportunities to help us make those changes to improve our lives. Our goal as an agency is to mobilize the community in that life-changing effort through strategic programming, community outreach, advocacy, and partnerships with local business, civic, and community leaders.”

In an effort to reach further into the community, HSP’s new Emergency Services Director, Scott Yard, announces a new partnership with the Carroll County Public Library system which will allow residents with transportation challenges to meet a worker at their local library branch instead of arranging travel to HSP’s Westminster office.
“There are a lot of folks in Carroll County with real challenges when it comes to transportation. We are excited to offer our services in a public space that may be more accessible than driving to Westminster. We believe this will help extend our reach to those living in other parts of the county who need our services,” says Yard.
The worker will be able to provide energy assistance information, help with ID’s & Birth Certificates, refer clients for hearing aids and eyeglasses, help with security deposits, and other HSP Emergency Services.
In addition to these regularly scheduled outreaches, our coordinated intake specialist for Shelter & Housing Programs has the ability to schedule intake appointments at local branches if clients have a transportation issue and cannot get to Westminster.
HSP will increase this schedule according to demand, but there are three branches on board already – Eldersburg, Taneytown, and Mt. Airy (the three branches furthes from Westminster). We hope to be able to add the North Carroll and Finksburg Branches to the schedule in the near future.
Walk-ins are welcome, but appointments are strongly encouraged. Appointments can be made by calling 410-857-2999 x6672.
