Housing Programs

  • Rental Assistance Program – This program provides supplemental rental payments to landlords for up to twelve months on behalf of up to 20 eligible households. The Rental Assistance Program is operated in partnership with Carroll County Bureau of Housing and Community Development.
    The number of Carroll County households receiving assistance each year is dependent on the availability of funds.
    The goal of the program is to demonstrate that low income, homeless individuals and families with critical emergency housing needs can return to long-term housing and self sufficiency when supported over a short-term period with rent subsidy payments.

  • Service Linked Housing – Providing linkages to low-income and at-risk residents in permanent housing to supportive services in the community. The goal of the program is to increase self-sufficiency and to prevent households from falling through the cracks by providing on-going case management.

  • Permanent Housing for Persons with Disabilities – Providing affordable housing to 13 homeless men and women who are able to live independently. Individuals are housed in leased apartments and provided case management and skill enhancement services to promote independence and self-sufficiency. There is no specified time limit regarding length of stay in the program. Clients are required to pay their security deposit, client fees, and monthly utility bills.
  • Supportive Housing – Providing support services to homeless individuals and families as they develop their independence while simultaneously working to secure permanent housing and attain self-sufficiency. Case management and housing counseling services are provided to individuals and families while in shelter and after moving into permanent housing in an effort to maintain residential stability and integrate clients into the Carroll County Community. The program goals are to assist clients in obtaining and remaining in permanent housing, to increase skills and/or income, and to achieve greater self-determination. Program goals are also based on being flexible and responsive to the needs of the client.

  • Permanent Housing for Non-Elderly Disabled Persons – Providing support services through case management to individuals and families who receive financial housing assistance through special funds distributed by the Carroll County Bureau of Housing and Community Development.
    The program goals are to assist clients in obtaining and remaining in permanent housing, to increase skills and/or income, and to achieve greater self-determination. Program goals are also based on being flexible and responsive to the needs of the client.
