Through the Maryland Energy Assistance Program (MEAP) – a program of the Office of Home Energy Programs (OHEP), assistance is provided to low-income households with their home heating costs.
Through the Electrical Universal Service Program (EUSP), assistance is provided to low-income households with their current electric bill.
If eligible, grants are sent directly to utility providers resulting in a reduction in the actual bills.
The MEAP application season begins each year in July. Prior year’s applicants will receive an application in the mail. Applications can be mailed out from or picked up at our office. Applications are also available at Carroll County’s Senior Centers.
Residents experiencing a crisis such as a turnoff notice, no service or no heating fuel, should call HSP’s main office at the first sign of trouble. Appointments are made to manage the high demand for help. Walk-in assistance is based on staff availability during normal business hours.
