Rental Assistance Program

This program provides supplemental rental payments to landlords for up to twelve months on behalf of eligible households.  RAP is operated in partnership with Carroll County Bureau of Housing and Community Development.

The goal of the program is to demonstrate that low income, homeless individuals and families with critical emergency housing needs can return to long-term housing and self sufficiency when supported over a short-term period with rent subsidy payments.

Who may be eligible?

  • Must meet eligibility requirements

  • Meets RAP income limits

  • Unable to be served by a federal or more cost effective state housing assistance program

  • Demonstrates one of the following needs:

             - Homeless and has insufficient resources to secure permanent housing but does have the capacity to maintain independent living quarters

            - The applicant is experiencing a critical emergency housing need
