Energy Assistance

HSP administers the Maryland Energy Assistance Program (MEAP) in Carroll County.  MEAP is designed to assist low-income households with their home heating costs.  Homeowners, renters and room boarders are served by this program. The Electrical Universal Service Program (EUSP) assists low-income households to pay their current electric bill.  If eligible, a grant would be sent directly to the electric company to help pay on-going bills.  This benefit will help reduce the monthly electric bill. 

Who may be eligible?

An applicant or household is determined eligible for energy assistance if the following criteria are met:

  • An energy assistance benefit has not already been certified/received during the current heating season

  • The total gross income is equal to or less than the established poverty level by family size

  • A heating responsibility is established (i.e. the applicant has identified a person who is responsible for paying energy related costs)

  • Residency citizenship requirements are met

  • The household constitutes an individual or group of individuals who are together as one economic unit for which residential energy is customarily purchased in common or who make undesignated payments for energy in the form of rent

Requirements/Guidelines to Apply

  • Complete signed application including names, ages and social security numbers for all household members

  • Provide a copy of the utility bill

  • Provide proof of all household income for the 30 days prior to the application date

How to Apply

Prior year applicants are included on a mailing list and will receive a new application in the mail.  The Senior Center also provides applications.  Applications may be mailed or distributed through our office.  If assistance is needed with completing the application, or the household is experiencing a crisis (like no fuel oil or an electric turn-off) please call for an appointment.  Walk-in assistance is provided based on staff availability during normal business hours (Mon. - Thu. 8:00 a.m. - 4:00 p.m. and Fri. 10:00 a.m. - 4:00 p.m.)
