Emergency Assistance

EA programs are intended to provide emergency assistance grants for low-income Carroll County residents with housing related needs such as:

  • Prevent eviction

  • Restore utility service or prevent termination of service

  • Assist with fuel oil, propane, kerosene or coal

  • Assist with security deposit to prevent homelessness

Who may be eligible?

Low-income Carroll County residents providing documentation of employment or income.  Eligibility is based on the intake workers assessment and the verification of all required documentation.

Requirements/Guidelines to Apply

Applicants need to provide:

  • Documents relating to the emergency situation (i.e. a turn-off notice or court eviction notice)

  • Proof of all household income for the last 30 days

  • Verification of expenses for the last 30 days such as a rent receipt, utility receipt, phone bill, medical costs, child care etc.

  • Social security numbers and birth dates for all members of the household

How to Apply

Contact HSP as soon as possible.  Set up an appointment with an EA Program Specialist. Please be sure to understand what information you need to bring with you in order to receive the fastest service.  Walk-in assistance is provided based on staff availability during normal business hours (Mon. - Thu. 8:00 a.m. - 4:00 p.m. and Fri. 10:00 a.m. - 4:00 p.m.)
