About Us...
Our mission is to improve the quality of life and self-sufficiency of at-risk and low-income Carroll County residents by providing assistance with basic needs, advocacy, linkages to resources and opportunities to enhance life skills.
Incorporated in 1987 as a 501(c) (3) private, non-profit organization, HSP operates numerous programs within a $3.5 million budget from over 30 funding sources.
Our Commitment..
As Carroll County's Community Action Agency, HSP is committed to helping those in need in our community. This help is often provided directly. It is also provided through referral to partner agencies in the community who share our commitment. (Directory of Community Resources, Local Management Board)
HSP is proud to be the local CAA and proud to continue providing resources for the basic needs of the low-income citizens of Carroll County.
